{"id":17,"date":"2021-09-09T19:40:10","date_gmt":"2021-09-09T19:40:10","guid":{"rendered":"https:\/\/asproposito.it\/?p=17"},"modified":"2025-02-01T16:52:33","modified_gmt":"2025-02-01T16:52:33","slug":"17","status":"publish","type":"post","link":"https:\/\/asproposito.it\/index.php\/2021\/09\/09\/17\/","title":{"rendered":"HSE Badge"},"content":{"rendered":"\n<p>I got my COVID-19 vaccine<\/p>\n\n\n\n<!--more-->\n\n\n\n<p>Additionally, the health service has purchased two million \u201cI got my Covid-19 vaccine\u201d badges at a cost of&nbsp;\u20ac320,000.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Over \u20ac480 million spent on Covid-19 tests provided free of charge since start of pandemic<\/h1>\n\n\n\n<h2 class=\"wp-block-heading\">The HSE has purchased two million \u201cI got my Covid-19 vaccine\u201d badges at a cost of \u20ac320,000.<\/h2>\n\n\n\n<p><a href=\"https:\/\/www.thejournal.ie\/author\/lauren-boland\/7208\/\">Lauren Boland<\/a><\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/img2.thejournal.ie\/article\/5549853\/river?version=5550984&amp;width=650\" alt=\"\"\/><\/figure>\n\n\n\n<p>THE HSE HAS spent over \u20ac480 million on Covid-19 tests and testing centres throughout the pandemic.<\/p>\n\n\n\n<p>Additionally, the health service has purchased two million \u201cI got my Covid-19 vaccine\u201d badges at a cost of&nbsp;\u20ac320,000.<\/p>\n\n\n\n<p>Since March 2020, the State has provided free PCR tests to individuals to identify cases of the virus.<\/p>\n\n\n\n<p>By the end of that month,&nbsp;<a href=\"https:\/\/www.thejournal.ie\/over-30000-tests-for-covid-19-carried-out-in-ireland-as-health-officials-urge-people-waiting-for-result-to-self-isolate-5063225-Mar2020\/\">more than 30,000 tests<\/a>&nbsp;had been carried out as health officials tried to curb the initial spread of Covid-19.<\/p>\n\n\n\n<p>But as the incidence of the virus continued to grow, so did the level of testing, with more than seven million tests completed around the country to date.<\/p>\n\n\n\n<p>Figures released to&nbsp;<em>The Journal<\/em>&nbsp;under the Freedom of Information Act 2014 show that in 2020, operating Covid-19 testing centres cost the State \u20ac19 million.<\/p>\n\n\n\n<p>This year, that expense has risen to nearly \u20ac28 million up to the middle of August.<\/p>\n\n\n\n<p>Meanwhile, the cost of the testing process in laboratories was \u20ac246 million last year and \u20ac189 million in the first eight months of 2021.<\/p>\n\n\n\n<p>That means the recorded cost of operating test centres is already higher in 2021 than it was last year, but the cost in laboratories has not seen a similar increase.&nbsp;&nbsp;<\/p>\n\n\n\n<p>To account for the rise in test centre costs, a spokesperson for the HSE told&nbsp;<em>The Journal:&nbsp;<\/em>\u201cIn 2020, there were significant numbers of staff redeployed to swabbing from other roles and were not costed to a Covid cost centre, so they do not appear in the 2020 costs. Dedicated swabbers were then recruited and staff returned to their substantive posts.\u201d<\/p>\n\n\n\n<p>\u201cThere were also significant developments with pop-up test centres, walk-in testing and an online booking system to improve access to testing for those who need it,\u201d the HSE said.<\/p>\n\n\n\n<p>In total, \u20ac217 million has been spent on providing free PCR tests this year up to August, on top of \u20ac264 million in 2020.<\/p>\n\n\n\n<p>When the PCR testing programme began, there were&nbsp;<a href=\"https:\/\/www.thejournal.ie\/covid19-tests-ireland-5054061-Mar2020\/\">long lists<\/a>&nbsp;of people waiting around four to five days for a test and another seven days \u2013&nbsp;<a href=\"https:\/\/www.thejournal.ie\/over-30000-tests-for-covid-19-carried-out-in-ireland-as-health-officials-urge-people-waiting-for-result-to-self-isolate-5063225-Mar2020\/\">or even ten<\/a>&nbsp;\u2013 to receive their result.<\/p>\n\n\n\n<p>However, testing capacity and turnaround times&nbsp;<a href=\"https:\/\/www.thejournal.ie\/100000-covid-19-tests-by-mid-may-5084211-Apr2020\/\">increased<\/a>&nbsp;dramatically coming into the summer months as the HSE and Department of Health allocated resources to the programme and community test centres were set up around the country. The system has since been widely praised for being fast and efficient.&nbsp;<\/p>\n\n\n\n<p>The operation of the testing programme has not always run smoothly.<\/p>\n\n\n\n<p>When the HSE was hit by the cyberattack in May, the systems for GP and close contact referrals to testing were&nbsp;<a href=\"https:\/\/www.thejournal.ie\/covid-19-gp-and-close-contact-referral-system-down-patients-advised-to-attend-walk-in-centres-5437186-May2021\/\">temporarily taken down<\/a>&nbsp;and patients or contacts who needed tests were instead advised to attend walk-in centres, which were intended to only handle asymptomatic people who opted to be tested.<\/p>\n\n\n\n<p>Last week, the HSE ceased walk-in testing nationwide with little notice after demand increased by 35% over two days.<\/p>\n\n\n\n<p>Walk-in testing remains unavailable, with those who need to get tested required to book an appointment online.<\/p>\n\n\n\n<p>The HSE told&nbsp;<em>The Journal&nbsp;<\/em>it had&nbsp;seen very \u201csignificant demand for Covid-19 PCR testing across all its testing sites\u201d over several days.<\/p>\n\n\n\n<p>\u201cOur priority is to ensure that the necessary volume of testing is available to those who most require it; therefore we would ask those who are fully vaccinated and are asymptomatic not to attend for PCR testing unless otherwise directed by your doctor or Public Health,\u201d it said.<\/p>\n\n\n\n<p>Earlier this week, HSE chief executive Paul Reid said that Monday was the&nbsp;<a href=\"https:\/\/twitter.com\/paulreiddublin\/status\/1437490272716398592\">\u201chighest daily volume\u201d<\/a>&nbsp;of Covid-19 testing since the start of the pandemic.<\/p>\n\n\n\n<p>Over 23,000 tests were carried out in community centres, with an estimated 30,000-plus tests in total including those done in hospitals and serial (regularly scheduled) testing.<\/p>\n\n\n\n<p>\u201cAn extremely high rate and we have to monitor capacity over the coming days,\u201d Reid said.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Vaccinations<\/strong><\/h3>\n\n\n\n<p>For its vaccine programme, the HSE has spent \u20ac320,000 to purchase two million \u201cI got my Covid-19 vaccine\u201d badges.<\/p>\n\n\n\n<p>The badges are available at vaccination centres to people who recieve a vaccine against the virus.<\/p>\n\n\n\n<p>Ahead of the vaccine centres opening earlier this year, 500,000 of the blue badges were printed.<\/p>\n\n\n\n<p>The HSE said the initial run of the badges was \u201cwell received\u201d by those who attended for a vaccine.<br>1.5 million more badges were subsequently ordered in English and Irish.<\/p>\n\n\n\n<p>Each individual badge costs 16 cent.<\/p>\n\n\n\n<p><img decoding=\"async\" src=\"https:\/\/img2.thejournal.ie\/inline\/5550977\/original\/?width=650&amp;version=5550977\" srcset=\"https:\/\/img2.thejournal.ie\/inline\/5550977\/original\/?width=650&amp;version=5550977 1x, https:\/\/img2.thejournal.ie\/inline\/5550977\/original\/?width=1300&amp;version=5550977 2x, https:\/\/img2.thejournal.ie\/inline\/5550977\/original\/?width=1950&amp;version=5550977 3x, https:\/\/img2.thejournal.ie\/inline\/5550977\/original\/?width=2600&amp;version=5550977 4x\" alt=\"Vaccine-badge\" class=\"\">The HSE &#8216;I got my Covid-19 vaccine&#8217; badge&nbsp;&nbsp;PA Images<\/p>\n\n\n\n<p>A further \u20ac8,804 was spent on photo backdrops at vaccination centres to encourage people to share images online that can help to encourage others attend for a jab.<\/p>\n\n\n\n<p>In Northern Ireland, health officials similarly set up areas in vaccine centres where people could take photos in a bid to encourage young people to be vaccinated while uptake in 18 to 29s&nbsp;<a href=\"https:\/\/www.thejournal.ie\/vaccine-uptake-young-people-northern-ireland-5507405-Jul2021\/\">lagged behind older age groups<\/a>, along with other measures like pop-up clinics.<\/p>\n\n\n\n<p>At the time,&nbsp;less than 60% of 18 to 29s were at least partially vaccinated. Now, that figure has risen to 72.8% but is still the lowest uptake of any age group other than 16 and 17-year-olds.<\/p>\n\n\n\n<p>The HSE\u2019s expenditure on vaccine badges and photo backdrops was allocated under its communications budget for the rollout of the Covid-19 vaccine programme.<\/p>\n\n\n\n<p>In a statement, the HSE said it is \u201cvery pleased with the increase in people sharing pictures of their badges after vaccination or at the vaccination centre photo station on social media\u201d.<\/p>\n\n\n\n<p>\u201cWe know from our planning and from listening to people\u2019s views that seeing other people share their experiences of having their vaccine, encouraging social proof, is a very important part of the Covid-19 vaccine communications strategy,\u201d the HSE said.<\/p>\n\n\n\n<p>A large number of posts can be seen on social media where people shared photos of their vaccine badge.&nbsp;<\/p>\n\n\n\n<p>Many users also chose to feature their vaccination record, information leaflet, or a selfie instead.&nbsp;<\/p>\n\n\n\n<p>As of Wednesday, nearly 7.1 million vaccines against Covid-19 have been administered in Ireland, including 3.7 million first doses and 3.3 million second doses.<\/p>\n\n\n\n<p>Overall, spending on healthcare in Ireland increased by&nbsp;\u20ac2.6 billion last year due to the pandemic.<\/p>\n\n\n\n<p>Data from the Central Statistics Office show that the government spent&nbsp;<a href=\"https:\/\/www.cso.ie\/en\/releasesandpublications\/ep\/p-sha\/systemofhealthaccounts2019\/provisionalhealthexpenditureestimatesfor2020\/\">\u20ac26.4 billion on healthcare<\/a>&nbsp;in 2020, including \u20ac2.4 billion related to Covid-19.<\/p>\n\n\n\n<p>Statistician Elaine O\u2019Sullivan said that \u201cas expected, Covid-19 had a dramatic impact on healthcare expenditure in 2020, resulting in an 11% increase in spending, or \u20ac2.6 billion\u201d.<\/p>\n\n\n\n<p>Much of the Covid-19 expenditure was on personal protective equipment, swab kits and ventilators, as well as spending on treatment costs and testing costs.<\/p>\n\n\n\n<p>The government spent nearly \u20ac1 billion on PPE, swab kits and ventilators last year &#8211;&nbsp;\u20ac918 million.<\/p>\n\n\n\n<p>Covid-19 related treatment costs amounted to&nbsp;\u20ac373 million, while miscellaneous health care expenses related to the virus cost \u20ac1,343 million.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>The \u2018I got my COVID-19 vaccine badges\u2019 cost approximately 15c per badge and are one part of the HSE\u2019s extensive multimedia communications campaign on COVID-19 vaccines. 500,000 badges were printed in an initial print run in time for the opening of vaccination clinics and were well received. An additional 500,000 were then ordered.<\/p>\n\n\n\n<p>Since the badges began being distributed, there has been an increase in people sharing pictures of their badges after vaccination on social media. It is known from&nbsp;planning and from listening to people\u2019s&nbsp;views that seeing other people share their experiences of having their vaccine, encouraging social proof, is a very important part of the COVID-19 vaccine communications strategy.<\/p>\n\n\n\n<p>Apologies for the delay in issuing this response.
